Kenya’s Treasury Cabinet Secretary, John Mbadi, has set a firm 30-day deadline for county governments to integrate their payroll systems into the Integrated Payroll and Personnel Database (IPPD) to eliminate ghost workers and curb excessive wage bills. Speaking at the launch of the 2026/27 financial year and Medium-Term Budget Preparation Process at the Kenyatta International Convention Centre (KICC) on August 25, 2025, Mbadi criticized counties for resisting the integration, noting that their current payroll systems, which consume over 55% of revenues, hinder development and public services.

Mbadi emphasized that compliance is non-negotiable and warned that delays will face consequences. He assigned Treasury Principal Secretary Dr. Chris Kiptoo to oversee the implementation, aiming to end parallel systems that enable ghost workers and financial wastage. Additionally, Mbadi directed all ministries, departments, and state agencies to fully adopt the eProcurement system, condemning attempts to revert to manual processes that facilitate corruption and manipulation.
