(In Kenya) E-Citizen Revenue Collection Under Scrutiny: PS Summoned Over Lack of Transparency

 


The National Assembly's Public Accounts Committee (PAC) has summoned Treasury Principal Secretary Dr. Chris Kiptoo to explain billions of shillings in unaccounted revenue from the E-Citizen platform.

Lawmakers are demanding answers after it emerged that key government departments, including the State Law Office, do not receive financial reports from the E-Citizen platform, raising major concerns about transparency, financial oversight, and the credibility of digital revenue collection systems.

Auditor-General Nancy Gathungu revealed that only 15 out of 34 gazetted marriage centres submitted revenue figures, with KSh116.83 million collected, leaving funds from 19 centres unaccounted for.

Solicitor-General Shadrack Mose admitted his office receives no E-Citizen reports, sparking bipartisan calls for accountability.

Legislators fear the platform, meant to streamline government services, has become an opaque “black box,” with Turkana Central MP Joseph Namuar questioning whether collected revenue even reaches the national treasury.
