Uganda's Path to Vision 2040: NDP IV Unveiled

 

President Yoweri Museveni officially launched Uganda's Fourth National Development Plan (NDP IV) during the State of the Nation Address. Spanning 2025 to 2030, the plan targets rapid GDP growth, higher household incomes, and sectoral transformation in agriculture, ICT, and tourism. 

Public engagement soared after Parliament approved the plan and introduced blended financing and performance-based budgeting strategies.

The Fourth National Development Plan, known as NDP IV, builds on earlier frameworks with a strong focus on inclusive growth, industrialisation, and value addition.

It proposes a shift from predominantly public funding to innovative public-private partnerships. Key priorities include job creation, infrastructure development, and human capital investment. As Uganda eyes Vision 2040, NDP IV is widely seen as the master plan to guide sustainable development over the next five years.
