The plan, which had been in development for years, involved filtering the contaminated water through a system called ALPS (Advanced Liquid Processing System) to remove most radioactive elements, except for tritium, which is considered less harmful in small quantities. Japanese authorities and the International Atomic Energy Agency (IAEA) emphasized that the water was treated to meet international safety standards and that similar releases occur at nuclear plants worldwide. However, given the scale and sensitivity of the Fukushima disaster, the move was both historic and controversial.
