(In Uganda) Lord Mayor Lukwago Faces Heat Over KCCA’s UGX 198.5 Billion Tax Arrears in Tense Parliamentary Probe




KAMPALA, Uganda – Lord Mayor Erias Lukwago is making waves across Uganda following a heated session with the Parliamentary Committee on Commissions, Statutory Authorities, and State Enterprises (COSASE), chaired by MP Allan Mayanja. Joined by Kampala Capital City Authority (KCCA) Executive Director Sharifa Buzeki, Lukwago faced intense scrutiny over KCCA’s failure to recover UGX 198.5 billion in property tax arrears, igniting public and parliamentary demands for accountability and sweeping reforms.




The COSASE committee pointed to critical operational shortcomings, noting that KCCA is functioning at just 50% staffing capacity, with significant shortages in enforcement officers and vehicles. To address the revenue recovery gap, MPs proposed innovative solutions like deploying motorcycles to enhance collection efforts. Lukwago stressed the urgent need for structural reforms and improved collaboration between KCCA’s political and technical wings to tackle these challenges effectively.
