Secret Russian Intelligence Document Reveals Deep Suspicion of China

Despite publicly portraying a close and strategic partnership, Russia’s internal security agency, the F.S.B., harbors serious concerns about China’s espionage activities. An undisclosed, classified internal document obtained by The New York Times reveals that Russian intelligence officers view China as a significant threat to national security.

The document warns that China is actively trying to recruit Russian spies and steal sensitive military technology, sometimes by targeting disaffected Russian scientists. It also states that China is conducting espionage against Russian military operations in Ukraine to gather information on Western weapons and tactics.

Further, Chinese intelligence is accused of operating in the Arctic, using mining companies and university research centers as cover for espionage activities. There are also concerns over China’s potential ambitions to claim territory in Russia’s border regions.

While publicly President Vladimir Putin emphasizes the closeness of Russia-China relations, the internal report depicts a tense and adversarial dynamic, with worries about China’s growing influence and covert espionage efforts. The report likely drafted in late 2023 or early 2024  underscores the Russian security establishment’s suspicion of Chinese intentions.
