Ukrainian President Volodymyr Zelenskiy announced on Monday that Kyiv and its international partners are exploring the possibility of convening a high-level meeting involving Ukraine, Russia, the United States, European Union countries, and Britain. The goal of this summit is to work toward ending Moscow’s ongoing war in Ukraine.
Zelenskiy shared that the proposed meeting could be hosted by Turkey, the Vatican, or Switzerland and emphasized the urgency of organizing it "as soon as possible." He stated, “We are considering a meeting of all teams at a high level.”
The Ukrainian leader noted that he had spoken with U.S. President Donald Trump twice on Monday—first in a one-on-one conversation and later during a call that included the leaders of France, Finland, Germany, Italy, and the EU. After his call with Trump, the U.S. president remarked that “Russia and Ukraine will immediately start negotiations” toward a ceasefire.

Zelenskiy stressed the importance of maintaining Ukrainian sovereignty in any agreements, saying, “Kyiv's allies must not reach agreements with Russia without Ukraine.” He also highlighted the need for continued sanctions on Russia, calling on the U.S. to target Russia’s banking and energy sectors to diminish its military financing.
He mentioned that Ukraine is expecting an announcement of a “strong” new sanctions package from Europe and expressed hope that a significant prisoner swap, agreed upon during recent negotiations in Istanbul, could be executed in the coming days or weeks.
