A dramatic and intense scene unfolded in Uganda's Parliament on November 6, 2024, as lawmakers debated the National Coffee (Amendment) Bill, 2024. The controversy surrounding the bill was further fueled by a physical altercation between Mityana Municipality MP, Francis Zaake, and Kilak North MP, Anthony Akol, over a seat in the chamber . This incident set the tone for the chaotic session that followed.

According to eyewitnesses, Zaake attempted to reclaim his seat, which Akol had momentarily occupied while raising a point of order. The situation quickly escalated, with Akol responding with multiple punches, knocking Zaake to the ground. Zaake was left visibly hurt and hospitalized, sparking widespread concern .
This is not the first time Zaake has been involved in controversy. In September 2023, the Constitutional Court overturned a resolution by Speaker of Parliament Anita Among to remove Zaake as a commissioner of Parliament . Zaake had been accused of insulting Speaker Among through a social media post, leading to his dismissal. However, the court ruled that the Speaker had violated the rules of natural justice and taken the decision without quorum in Parliament.

Despite the controversy surrounding him, Zaake has been praised for his work in his constituency. He has initiated various projects aimed at improving the lives of his constituents, including a youth project that has provided over 1,500 motorbikes (boda bodas) to youths at half price or on loan . He has also donated seedlings, hoes, and water harvest machines to farmers, boosting household income and food security in the area.
The National Coffee (Amendment) Bill, 2024, has been a topic of heated debate in Parliament. The bill aims to reform the coffee industry, but opponents argue that it will harm small-scale farmers. The physical altercation between Zaake and Akol was just one of several incidents that marred the debate .
