Following the national outrage sparked by the Federal Government of Nigeria's signing of The European Union's Samoa Agreement, which advocates human rights including LGBTQ rights, the Minister of Information, Mohammed Idris, has in a statement provided details on the LGBTQ part of the signed agreement. The minister stated that Nigeria is not bound by that part of the agreement as Nigerian laws on homosexuality supersede any agreement contained in the Samoa Agreement - an agreement named for Samoa, the oceanic country where the agreement was on 15 November 2018 signed by the EU and its 27 member states and 47 of the 79 OACPS( Organisation of African, Caribbean and Pacific States) Member states.

The Information Minister emphasized that the agreement was signed with a primary focus on sustainable development, fighting climate change and its effects, as well as generate investment opportunities. Mohammed Idris further assured Nigerians that before the signing of the agreement, it was ensured that none of the 103 Articles and Provisions of the Agreement contravenes the 1999 Constitution as amended or laws of Nigeria, and other extant Laws.
